It deals with limitations on access to a database that could provide medical employers with greater insight into practitioners with a history of problems.
It also addresses anecdotally a problem of practiotioners being hired by various hospitals despite a history of failure.
"One nurse was forced out of one hospital after he abused patients, but then went onto two more hospitals, where he was also accused of more abuse -- something that may not have happened had the hospitals had access to the database or if the oversight board taken quicker action."
I think this is a good example of how the systems approach to quality improvement incorporates the person approach.
